It seems to be pretty common for their to be protests blocking main highways in Mexico. The idea is to throw a screwdriver in the gears of the system to get the attention of the government. However, if your passing is important enough, you can always pay a little (or big) fee to get through. Might as well kill two birds with one stone and make a side business out of it too…
